However, the mission was intended to be a launchpad rather than an ongoing funding stream, meaning that the real challenge was whether the cities could manage to raise funds, as municipalities in the USA or several regions in Europe regularly do through their bond markets. While significant progress has been made, the municipal bond market in India is still small and largely dominated by a small number of entities. This article will examine the impact of the mission, why municipal bonds have been slow to develop, and the recent changes that may occur in 2026.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Smart_Cities_Mission_Status_in_2026_Whats_Been_Completed\"><\/span><strong>Smart Cities Mission Status in 2026: What&#8217;s Been Completed&nbsp;<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>By March 2026, <strong>7,784 of the 8,064 projects sanctioned<\/strong> under the <strong>Smart Cities Mission<\/strong> (about 97%) had been completed. The completed projects were worth \u20b91,56,159 crore <sup>[1]<\/sup>, against \u20b9164,811 crore worth of projects taken up. Now all 100 cities have functioning Integrated Command and control centers, which are basically dashboards for all traffic, utility, and safety systems of the city. The Mission officially ended on March 31, 2025; however, the states were permitted additional time to complete the work in progress.\u00a0<\/p>\n\n\n\n<p>The catch: this was almost entirely centrally funded and grant-driven, channeled through Special Purpose Vehicles (SPVs) set up in each city. It proved cities could execute large infrastructure programs. It didn&#8217;t prove they could finance the next one without the center writing the check.\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_Municipal_Bonds_Are_Meant_to_Fund_Urban_Infrastructure\"><\/span><strong>How Municipal Bonds Are Meant to Fund Urban Infrastructure&nbsp;<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Municipal bonds enable a municipal corporation to borrow directly from investors (e.g., pension funds, insurance firms, and even retail investors) as opposed to relying on the state or central government for a grant. SEBI adopted a framework for municipal bonds in 2015 under the ILMDS (Issue and Listing of Municipal Debt Securities) Regulations. Furthermore, in FY2018, the Indian government offered a fiscal incentive of \u20b913 crores for every \u20b9100 crores of municipal bonds issued.&nbsp;<\/p>\n\n\n\n<p>From a theoretical perspective, municipal bonds appear to be an excellent means of funding urban infrastructure without increasing the burden on the state and central budgets. larger than the entire national municipal bond market built up since 2017.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Challenges_Facing_Indias_Municipal_Bond_Market\"><\/span><strong>Challenges Facing India&#8217;s Municipal Bond Market&nbsp;<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>There are a few structural issues that contribute to the gap:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Grant dependence:<\/strong> ULBs secure anywhere from 60 to 70% of their revenue collections from State\/Central transfers. As a result, ULBs have little incentive to carry out the burden of compliance for a public bond issuance.<\/li>\n\n\n\n<li><strong>Weak own-revenue base:<\/strong> Nationally, the estimated collection potential of property taxes is in the range of Rs. 25,000\u201340,000 crore. This is insufficient to fund the massive need for investment in infrastructure.<\/li>\n\n\n\n<li><strong>Governance and reporting gaps:<\/strong> Many ULBs do not have adequately audited and transparent financial reports, which leaves rating agencies and investors with a significant information gap.<\/li>\n\n\n\n<li><strong>Lack of secondary market trading:<\/strong> With very little trading volume on NSE\/BSE, nearly all retail bond trading platforms choose not to even list municipal bonds.<\/li>\n\n\n\n<li><strong>Private placement bias:<\/strong> Banks and insurers prefer buying privately placed bonds with lighter paperwork, sidestepping public markets entirely.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Municipal_Bonds_in_India_2026_Policy_Changes_and_Outlook\"><\/span><strong>Municipal Bonds in India 2026: Policy Changes and Outlook&nbsp;<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Signs show that the market is starting to gain traction. During FY26, we hit a record of nine municipal bond issuances in December, compared to three in FY25 and just one in FY24. Some of these issuances were by first-time issuers such as Agra, Prayagraj, Varanasi, and Bhavnagar, alongside the usual names such as the Greater Chennai Corporation. The Union Budget 2026\u201327 proposed a \u20b9100 crore incentive for a single municipal bond issuance above \u20b91,000 crore <sup>[2]<\/sup>, aimed at encouraging higher-value issues by large cities. The existing AMRUT incentive for municipal bond issuances of up to \u20b9200 crore will continue to support smaller and medium towns. RBI&#8217;s October 2025 guideline now also allows municipal bonds to be used in repo transactions, a meaningful step toward secondary market liquidity.
