Traditional banks will not view these projects as sound investments. This is why green bonds have become important to fund these projects. The government issues sovereign green bonds to help fund its portion of the mission. Corporate entities can issue green bonds as well.<\/p>\n\n\n\n<p>The markets for<a href=\"https:\/\/goldenpi.com\/blog\/essentials\/bond-market\/what-is-green-bond\/\" type=\"post\" id=\"4696\"> green bonds<\/a> are quickly growing to help fund the Mission\u2019s need for electrolyzers, renewable energy capacity, and hydrogen infrastructure. But how much of this financing is actually flowing toward hydrogen specifically, and how reliable is it? This article walks through the numbers, the mechanics, and the gaps, so you get a realistic picture, not just the headline ambition.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_Is_the_National_Green_Hydrogen_Mission_in_Financial_Terms\"><\/span><strong>What Is the National Green Hydrogen Mission, in Financial Terms&nbsp;<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The Mission has an initial allocation of \u20b919,744 crore <sup>[1]<\/sup>. The major component, \u20b917,490 crore, is under the SIGHT (Strategic Interventions for Green Hydrogen Transition) programme. Here, \u20b94,440 crore will be used to implement incentives for the manufacturing of domestic electrolysers, and \u20b913,050 crore will provide incentives for the production of green hydrogen. The remaining funds will be directed towards funding pilot projects, research and development, and the creation of hydrogen hubs.&nbsp;<\/p>\n\n\n\n<p>While government funding is an important part of this initiative, the Mission envisions that more than \u20b98 lakh crore of required capital will be funded by the private sector and capital markets. The government&#8217;s goal is to use its funding to reduce the risk associated with the sector and attract private capital, including funding from the bond markets, to do the majority of the heavy lifting.&nbsp;<\/p>\n\n\n\n<p>There has been a gap between the targets set and progress made on the ground. By early 2026, around 8,000 tonnes per annum of green hydrogen production capacity <sup>[2]<\/sup> had been commissioned, compared with the National Green Hydrogen Mission&#8217;s target of 5 million tonnes of annual production capacity by 2030. Since the first issuance, the government has raised \u20b972,697 crore through sovereign green bonds till FY2025\u201326, with \u20b915,000 crore <sup>[4]<\/sup> of issuance planned for the first half of FY2026\u201327, as part of its \u20b98.20 lakh crore H1 borrowing programme.&nbsp;<\/p>\n\n\n\n<p>The proceeds of green bonds are directed towards a fund for \u2018green\u2019 expenditures like renewable energy, means of clean transportation, energy efficiency, and sustainable management of resources. Green hydrogen falls under renewable energy expenditures, as well as funding for electric locomotives and other expenditures for metro rail projects.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">A few things are worth knowing if you&#8217;re evaluating this as a financing channel:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sovereign green bonds don&#8217;t fund specific projects directly. Green bond proceeds are pooled and later matched to funds allocated by the government for green spending, so you can&#8217;t point to a specific hydrogen plant and say &#8220;this bond paid for it.&#8221;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The \u201cgreenium,\u201d an expected pricing premium on green bonds, has been volatile. Early on, investors were expected to accept slightly lower yields (a pricing premium called a greenium) in exchange for the ESG label. However, since 2024, the RBI has reduced the size of, and even cancelled, several planned sovereign green bond auctions, indicating that investors have come to expect green bonds to be issued at the same yield as regular government securities, or higher.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Renewable energy, including the Green Hydrogen Mission, gets only a small allocation. Companies and financial institutions in India are using this opportunity to fund the manufacturing of electrolysers, renewable energy capacity that feeds hydrogen production, and similar infrastructure.<\/p>\n\n\n\n<p>Imagine a company that manufactures electrolysers or produces renewable-energy-supported hydrogen wants to raise debt specifically to support a green project. A green bond allows them to do that, unlike a traditional corporate bond, along with independent checks to ensure the proceeds are used for the intended purpose. This reason, among others, draws large global investors, like sovereign wealth funds and ESG-mandated funds, to corporate green bonds over sovereign bonds for hydrogen exposure.&nbsp;<\/p>\n\n\n\n<p>SEBI&#8217;s 2017 green bond guidelines, since aligned with the ICMA Green Bond Principles, require disclosure of the use of proceeds and the engagement of a third-party verifier, forming the basis of most corporate green bond listings in India today.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Challenges_Facing_Indias_Green_Bond_Market_for_Hydrogen_Financing\"><\/span><strong>Challenges Facing India&#8217;s Green Bond Market for Hydrogen Financing&nbsp;<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>A few structural issues keep coming up in how India&#8217;s green bond market interacts with green hydrogen specifically:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Tenor mismatch:<\/strong> Hydrogen-based projects need long-term capital (15-25 years), which matches the offtake agreements, in contrast to the <a href=\"https:\/\/goldenpi.com\/collections\/bonds-for-short-term-investment\">short-maturity bonds<\/a> the green bond market in India mostly offers.<\/li>\n\n\n\n<li><strong>Weak secondary market liquidity:<\/strong> Green bonds are usually held till maturity. This discourages price discovery and new investors from entering.\u00a0<\/li>\n\n\n\n<li><strong>Greenium erosion: <\/strong>The<strong> <\/strong>Absence of a consistent price benefit for \u201cgreen\u201d labeling erodes the incentive for market participants to issue green bonds as opposed to conventional debt. This defeats the original pitch that green bonds would be priced cheaper than regular debt.<\/li>\n\n\n\n<li><strong>Sector-specific tracking gap:<\/strong> There is no clear reporting line on how much money from sovereign green bonds has been dedicated to hydrogen compared to other renewables; it&#8217;s often bundled under &#8220;renewable energy,&#8221; which also includes the National Green Hydrogen Mission allocation.<\/li>\n<\/ul>\n\n\n\n<p>To provide some perspective, certain studies show that India&#8217;s overall green financing may reach $170 billion by 2030.
