Officials say it intends to raise \u20b95,000 crore to \u20b910,000 crore. The backdrop is liabilities of \u20b92.34 lakh crore from large infrastructure projects.<\/p>\n\n\n\n<p>If you follow fixed income, this one matters. Municipal bonds have stayed a small corner of the Indian debt market. A body of BMC\u2019s size stepping in could change that.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Why_Does_BMC_Need_to_Borrow\"><\/span><strong>Why Does BMC Need to Borrow?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Because the projects are bigger than the budget. According to the Indian Express report, the size of the infrastructure projects BMC has taken up is about two and a half times its 2026-27 annual budget. The civic body also saw its financial reserves drop by \u20b93,544 crore this year.<\/p>\n\n\n\n<p>Reserves look large on paper. Fixed deposits stand at roughly \u20b977,905 crore, according to Free Press Journal. But about 51% of that is earmarked for obligations such as pension, gratuity, provident fund contributions, and refundable contractor deposits. That leaves around \u20b939,731 crore for projects, while ongoing mega projects are estimated to cost nearly four times as much.<\/p>\n\n\n\n<p>So the gap is real, and bonds are one way to bridge it without running down the reserves.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_Will_the_Bond_Money_Fund\"><\/span><strong>What Will the Bond Money Fund?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The projects named so far are all water- and wastewater-related:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Wastewater treatment plants at Dharavi, Versova, Bhandup, Ghatkopar, Bandra, and Malad<\/li>\n\n\n\n<li>Upcoming desalination plants<\/li>\n\n\n\n<li>Two water tunnel projects<\/li>\n\n\n\n<li>The proposed Gargai dam is expected to add about 440 million litres per day (MLD) to Mumbai\u2019s supply.<\/li>\n<\/ul>\n\n\n\n<p>That use of proceeds is what earns the \u201cgreen\u201d label.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_Is_a_Debenture_Trustee_and_Why_Does_It_Matter\"><\/span><strong>What Is a Debenture Trustee, and Why Does It Matter?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>A debenture trustee is an independent intermediary appointed by the issuer to protect and represent bondholders. It watches over whether the issuer keeps to the terms of the issue and acts for investors if something goes wrong.<\/p>\n\n\n\n<p>For investors, the trustee is one of the quiet but important parts of the structure. An official said the new agency will manage the issuance process, handle investor money and provide liquidity security for 15 years. Reports at that stage spoke of a \u20b91,000 crore green bond, and seven firms bid.<\/li>\n\n\n\n<li><strong>September 2026:<\/strong> BMC moved to appoint an agency to draft a Capital Investment Plan and a Debt Management Policy.<\/li>\n\n\n\n<li><strong>October 2026:<\/strong> The debenture trustee EoI, and the \u20b95,000-10,000 crore range.<\/li>\n<\/ul>\n\n\n\n<p>Earlier reports mention a \u20b91,000 crore first issue and a possible launch in early 2027. The \u20b95,000-10,000 crore figure looks like the wider plan. The size and timing of the first tranche are not confirmed, so check the offer document when it comes out.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Government_Incentive\"><\/span><strong>The Government Incentive<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>In the Union Budget 2026-27, the Finance Minister announced a \u20b9100 crore incentive for a single municipal bond issue of \u20b91,000 crore. The Centre clearly wants cities to tap the market and not depend only on grants.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Has_This_Been_Done_Before_in_India\"><\/span><strong>Has This Been Done Before in India?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Yes, but on a much smaller scale. Pune Municipal Corporation raised \u20b9200 crore in 2017. Greater Hyderabad raised over \u20b9495 crore across issues in 2018 and 2019. Lucknow listed \u20b9200 crore of bonds on BSE in December 2020. Pimpri Chinchwad Municipal Corporation issued Maharashtra\u2019s first green municipal bond: \u20b9200 crore at a 7.85% coupon, with repayment secured through an escrow of property tax collections.<\/p>\n\n\n\n<p>BMC\u2019s plan would be many times larger than any of these. The market\u2019s reaction will show whether large municipal issues can work in India.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_Should_Investors_Watch_For\"><\/span><strong>What Should Investors Watch For?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>We don\u2019t know enough yet to judge this issue. When the offer document arrives, these are the things to read closely:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>The credit rating and the rationale behind it.<\/strong> Municipal bodies need an investment-grade rating to issue bonds, and ratings from at least two agencies are typical.<\/li>\n\n\n\n<li><strong>Coupon and tenure.<\/strong> Neither has been announced.<\/li>\n\n\n\n<li><strong>Security structure.<\/strong> Look at what backs repayment. The Pimpri Chinchwad issue used an escrow of property tax collections.
